Good question but the answer is probably best suited for a militaria forum. I know that certain countries consider these items national treasures.... depends on the item and volume also.

I have brought military items out of the former EB but since 9-11 much has changed.

What kind of material and how old?

Orders are totally banned from taking out of the country, weapons: a long dark bureaucratic nightmare depending on age, deactivated, non-deactivaded etc

After the breakup of the USSR, medals and orders was in high demand by collectors so many had theirs stolen and so on, to put a stop to this the government banned their export.
