There is some key knowledge missing here. First Montreal had a very significant English population. South and West of Montreal was very English as well. Uniformly these people were going to be pro-allied.

It is places like Quebec city and Saguenay that will be of a different view. Historically the French population of Quebec was indifferent towards WWII. They thought is was a European thing that they would be best off if they avoided it.

Basically the re-integration with Canada would be quick and welcomed by a significant minority, ignored by many and opposed by nobody.

We could argue that the english portion of the population all went to europe to fight, thus reducing/eliminating them as a factor in this alternate. The french quebec, while being indifferent, would have been compelled to follow the Vichy lead, and support it whatever direction it took.

The following is a WHAT IF scenario, and assumes that all logistics (troops, developments, supplies, infrastructure, etc) are in place to make this historical fiction a valid historical alternative. Again this is a What If it happened, not a Could It have happened scenario.

The what if is answered. Vichy Quebec exists for about 20 minutes and has zero effect on the outcome of the war.

Sums it up fairly well. The Canadians have little interest in this distant Vichy government & its Quebec extention is either voted out, or chased out in a brief coup. At the very worst some British Canadian & US soldiers are involved.

No Ive gone with thewhat if in 1936 issue not the could it have happened issue It has no consequence on the war. Look the British government and the Royal Navy was more than prepared to destroy the French fleet to prevent it from falling into axis hands. Some pro Nazi outpost in North America would have been dealt with by the rest of Canada and her allies quick sharpish.
