It's a Tlingit throwing board. It's a type of atlatl used by Native American tribes in the Pacific Northwest/Alaska. As I understand it, you put your finger through the hole to help grasp the dart which is resting on top. Good job, Listy! I'm starting to see why stumping you was seen as an accomplishment.Comment

Throwing boards aren't atlatls exactly, but they're in the same family of atlatls, woomeras, etc. Some of the throwing board models look a bit more like a standard atlatl. This one, for example, looks like an atlatl save for the finger hole and the weird finger guard stick thing (technical term):
