I think that's a "ensign" or "cadet" hat. Possibly taken the day he got that uniform.

This style hat was common in the British Army in the 1890s and was worn by all ranks and by horse foot and gun (and the RE too). It seems to have been part of the walking out uniform when the soldier was wanted to look smart in public but wasn't on formal parade. Navy and Army Illustrated a picture magazine published in the 1890s is full of photos of men wearing it. I can't quite make it out but he seems to be holding the short swagger stick, mandatory for OR when walking out. Normally a recruit was not allowed walking out privileges out of barracks until he was deemed capable of comporting himself in a manner suitable for public display (and when it was assumed that he wouldn't do a bunk with his enlistment bounty) so I doubt that the photo was taken as soon as he got his uniform but it could have been taken when he was first allowed to walk out.

Photo cards like that usually have the photographer's name on the back. If you have that it is possible to look up where the studio was and when he was operating.

The hat was known as a pill box cap. Different units had slightly different patterns. First began to appear in the late 1850s -early 60s but its hey day was late 1880s 1890s.Finally replaced withe the field service cap and/or the forage cap in the early 20th century. Some Canadian units hung on to it a little longer

The uniform does appear to be compatible with the 4th Hussars (AKA The Queens Royal Hussars) C 1885 -1898, Winston Churchill's regiment. Can you post a larger version? In dress/parade uniform he would have worn a busby (not to be confused with a bearskin) so this does appear to be walking out dress

An obvious picture to post of a Hussar wearing a pill-box hat would have been this picture of a young Winston Churchill, though he's wearing a patrol jacket.
