LA had a 225$ million surplus in 1984

but did it really help LA financially?
For nearly three decades the $225-million surplus generated by the L.A. Games has supported elite athletes and those who play purely for fun. The U.S. Olympic Endowment, which is independent of the U.S. Olympic Committee, uses its 40% share of the surplus to support Americans’ Olympic endeavors.

It has never made any sense to me why a country will build these multi-million dollar structures with no plan for how to use them in the future.

aren't they betting on a surplus and/or better, future opportunities for the city?.....but, does that include upkeep/demolition of the structures?
