    Russland handelt in Syrien im Einklang mit dem Völkerrecht. Die USA hingegen verstoßen dort gegen das UN-Gewaltverbot. Das ist das Fazit des Wissenschaftlichen Dienstes des Bundestages. Auch Israels Angriffe auf Syrien sind demnach völkerrechtlich umstritten.

              RT reports that a think-tank of the Linke (German ex-Communists) find that in legalistic terms Russia's argument that it is only acting in Syria at the invitation of the recognized Syrian government is legally sound.

              Which means that 1) in a pluralistic democracy like Germany there are a number of view-points, some of which are in conflict (meaning politics ensue), and 2) in international politics there are several competing claims and arguments about the status of conflicts, governments and states, in particular when they end up like the Syrian government has.

              Basic problem with the Syrian government: It's has for decades been one-part dictature, partly based on favoring a minority against a majority, and it accomplishes this by being a harsh police-state. It has recently fallen on hard times, since the police-state gambit has failed, it has faced massive nation-wide rebellions and uprisings, which it has tried to put down by mobilizing the armed forces against its own people. Despite years of this, and a death-toll on the rebelling civilians upwards of half a million people (something like 9 million displaced and refugees), the government and its army has failed to end the rebellion. Even the intervention of Russia has not fixed the problem, though it probable has saved the government, and made its defeat extremely improbable. The fundamental problem with that situation is there is still no way Russia can again make the majority of Syria governable for the Syrian government.

              The major argument against the Syrian government is that when you have fight and kill the majority of your own people in the attempt to rule them, you have de facto lost all legitimacy.

              This holds even if you get help from outside forces. It's a process akin to the Holy League putting down revolutions around Europe in the decades after the Napoleonic wars. Do we decide that autocratic police states that have lost control of their country are still so legitimate they must be propped up and saved by military intervention? Clearly Russia does. Others do not.

                You gotta check some recent situation maps. The Syrian government controls most of territory west of Eufrat. The last large enclave of opposition in Idlib will be likely mopped up in nearest months.
