    The commander of Russia’s famed Strizhi (Swifts) aerobatics team, Lt. Col. Valery Morozov, has been fired from the air force for taking bribes, a source at the Kubinka Air Show Center said on Thursday.
    “Russian Defense Minister Anatoly Serdyukov signed an order discharging Morozov on October 12” for “failure to comply with his contract,” the source said.

    Morozov confirmed his discharge and said he will appeal it.
    "Yes, indeed, I've been informed that a decree on my discharge was signed. I will appeal that decision together with my lawyers, I'll go to court," he said in an interview with RIA Novosti.

    Investigators Check GLONASS Spending Amid Space Row

    Investigators have been brought in to look into alleged misuse of federal funding, following a high-profile public row between the Russian space agency and a manufacturing subsidiary, Izvestia daily reported on Thursday.
    The Federal Space Agency (Roscosmos) has accused Russian Space Systems (RSS) of jacking up the costs of the Glonass global navigation system program and diverting cash “saved.”
    The controversy came to a point where Russian Deputy Prime Minister Dmitry Rogozin, who oversees the defense industry, had to step in, ordering the two parties to stop throwing mud at each other in public, which he said could “seriously harm the Russian space industry.”

    Russian Govt. Backs Probe Into Glonass Fraud

    MOSCOW, November 9 (RIA Novosti) – The Russian government is supporting a transparent investigation of an alleged embezzlement of 6.5 billion rubles ($206 mln) allocated for the development of the Glonass global navigation satellite system, Deputy Prime Minister Vladislav Surkov said on Friday.
    “We are interested in ensuring complete transparency of financing for the implementation of space programs as well as for commercial application of Glonass technologies,” Surkov, who oversees the development and implementation of the Glonass project, told reporters in Moscow.
    The Russian Interior Ministry announced earlier on Friday that a criminal case had been opened against several senior officials at the Russian Space Systems company who are suspected of involvement in a number of fraudulent schemes during the development of the Glonass system.

      Designer of Glonass Navigation System Sacked

      MOSCOW, November 11 (RIA Novosti) – The chief designer or Russia’s scandal-hit Glonass satellite navigation system, Yury Urlichich, was fired from his job, a spokeswoman for Deputy Prime Minister Dmitry Rogozin said on Sunday.

      The decision was made by the government’s military-industrial commission, which is headed by Rogozin, the spokeswoman said.

      Russia’s rival to GPS was rocked by fraud allegations earlier this month, with the Interior Ministry accusing unnamed Glonass officers of embezzling 6.5 billion rubles ($200 million) of program’s funds.

      The crackdown on Glonass was backed on Sunday by head of the Kremlin administration, Sergei Ivanov, an ex-Defense Minister and alleged Rogozin ally who said that the investigation into the Glonass fraud was ongoing since 2010.

          $100M Heating Fraud Exposed

          St. Petersburg authorities have dismantled a syndicate they say cost the city budget 3 billion rubles ($100 million) by installing some 600 kilometers of substandard heating and water pipes.
          Top officials in the city’s energy and engineering committee and the state treasury’s energy infrastructure construction and remodeling department, as well as the heads of several private firms, including installer Petrokom and supplier Rustrubprom, took part in the scheme to defraud the city budget, the Interior Ministry said Thursday.
          More than 200 law enforcement officials participated in exposing the scheme and conducting 30 searches, the ministry said in a statement. Police seized 18 million rubles, $100,000 and 100,000 euros ($130,000) from the apartment of the head of the city’s energy and engineering committee, Vladislav Petrov

            Russian Official Detained in $300 Mln Fraud



            MOSCOW, December 25 (RIA Novosti) - Police have detained a former director of the Federal Property Management Agency for the Moscow region on suspicion of involvement in the embezzlement of state property worth more than 10 billion rubles (about $300 million), the Interior Ministry said on Tuesday.
            It did not name the suspect.

                Besieged Russian Minister to Be Questioned

                MOSCOW, December 27 (RIA Novosti) – Russia’s former Defense Minister, who lost his job last month over corruption allegations, has been summoned for questioning, a procedure that no top Russian official has faced for years.

                Ex-head of the Defense Ministry, Anatoly Serdyukov, is due for questioning at the Investigative Committee in Moscow on Friday, a committee spokesman said on Thursday.

                Media reports claimed earlier that Serdyukov left Russia, but his lawyer Genrikh Padva denied that on Thursday.

                Padva refused to say whether his client will show up for questioning.

                President Vladimir Putin sacked Serdyukov in November after the Investigative Committee, a rough analog of the FBI, accused companies controlled by the Defense Ministry of real estate and asset fraud.

                Five criminal cases were opened over the allegations; the latest estimate for damages is 4 billion rubles ($130 million).

                            $10MN for State Duma seat - Russian MPs suspected of major fraud

                            Russia’s top law enforcement agency is seeking to strip two MPs of immunity as they are suspected of attempting to sell a place in their party’s electoral list for almost $10 million.

                            The Federal Investigative Committee has reported through its web-site that investigators had established the complicity of two parliamentarians, Oleg Mikheyev of the Fair Russia faction and Konstantin Shirshov of the Communist Party, in the attempted fraud. The two politicians allegedly promised a businessman to include him in a number of parties’ electoral lists ensuring he would gain a place in the Lower House. According to investigators the MPs asked €7.5 million, or just under $10 million for their services.

                            According to the law enforcers, in July 2011, Shirshov together with several accomplices received a part payment from the businessman, amounting to 66 million roubles or about $2.1 million. Two of the accomplices were later detained tried and sentenced and one is currently on trial, the committee’s report reads.

                            In addition,the Investigative Committee has conducted a probe into the alleged theft of 500 million rouble’s worth of real estate along with a 2.1 billion rouble financial fraud and obstruction of justice by MP Mikheyev.

                              Amendments to law on the Russian Federation Government

                              Vladimir Putin signed Federal Constitutional Law On Amendments to Article 10 of the Federal Constitutional Law on the Russian Federation Government.

                              The law obliges the Prime Minister, deputy prime ministers and federal ministers to file information on their spending as well as spending by their spouses and minor children concerning deals involving acquisition of land and other real estate, means of transportation, securities, stocks, and also provide information on the sources of money thus spent.

                              Under the law, spending of the Government members and their spouses and minor children shall be monitored in accordance with the Federal Law On Monitoring Correspondence of Spending and Incomes of State Officials and Other Individuals and presidential executive orders.
