    8 years was enough to voice his agenda about the practices in the federal housing loans and even change regulations which do not require any congressional approval) that reflect the president's agenda on the issue. It happens ALL THE TIME with presidents who have an agenda that contradicts a Congress controlled by the opposite party.

    The Soviet union was very good of course they were a larger country compared to Russia so that allows them to have better players.

    More than that, if a president and his party are really interested in promoting a particular agenda, nobody not even a Congress controlled by the other side can force them remain inactive.

    A president, can always instruct the federal agencies to change regulations in an attempt to promote his agenda or can use his position to make his case in front of te public about particular issue and challenge the Congress.

    Ike had two terms to address or attempt to address the issue of race in federal housing programs by doing all of the above.

    The GOP could also show a commitment to fix the issue of racism in federal housing programs even after they lost the Congress. Minority parties do such things all the time. Pelosi and the Democrats make their agenda clear even when they do not control the Congress and even when proposals or even House Bills are "dead on arrival"' in the Senate. Republicans also make their agenda clear even when they are not in power.

    Thus inaction during the 8 yeas of the Ike administration is a sign that addressing racial inequalities in the federal housing programs was not part of anybody's agenda.
