India partially lifts ban on export of hydroxychloroquine to help US, others fight Covid-19

New Delhi: The Narendra Modi government has decided to partially lift the ban on the export of two key drugs, hydroxychloroquine and paracetamol, to clear “all existing orders”, ThePrint has learnt.

The move comes two days after US President Donald Trump requested Prime Minister Narendra Modi for an urgent supply of the drug. Trump Monday said he was unaware that the export of hydroxychloroquine was banned by India and that he didn’t “like that decision”.

According to sources, a decision has now been taken by the Modi government to “restrict” the export of hydroxychloroquine and paracetamol, while allowing the shipment of all other medicines under the ‘free’ category on which a ban was imposed last month.

“All existing orders will be cleared. The Ministry of External Affairs and Department of Pharma will decide on such allocations depending on humanitarian (COVID) situation,” the source added.

The decision means India will now honour all those orders it has received in the past few weeks from countries such as the US, Brazil, Spain, France, Germany, Israel, the UK, Australia and the Gulf countries, among others.

India is a leading global player in the manufacturing of HCQ with Ipca Laboratories, Zydus Cadila, Wallace Pharmaceuticals and Cipla as top pharma companies. A derivative of chloroquine, HCQ has fewer side-effects.

“India has long been a significant partner of the United States and the pharmaceutical sector. It’s one of our top imports from India in 2018. India is obviously one of the world’s leaders in the supply of generic drugs. It represents a significant portion of the precursor pharmaceuticals that supply the U.S. market,” said Alice Wells, Acting Assistant Secretary, Bureau of South and Central Asian Affairs, US State Department.

As I mentioned in another thread, you may not want to pin all your hopes on hydroxychloroquine just quite yet. The paper that seemingly kicked off the interest in the drug has been called "methodologically flawed".

Hydroxychloroquine-COVID-19 study did not meet publishing society’s “expected standard”

The paper that appears to have triggered the Trump administration’s obsession with hydroxychloroquine as a treatment for infection with the novel coronavirus has received a statement of concern from the society that publishes the journal in which the work appeared.
‘This is misinformation on steroids’: The Canadian who took on Gwyneth Paltrow is debunking coronavirus myths

The interest in this drug — including by the President of the United States (sigh) — is largely based on the reporting of one, small, methodologically flawed study. It has led to the hoarding and misuse of the drug. At this point, we don’t have the good, clinical data, to support its use. This controversy is a good example of why it is important to report and interpret the emerging science very carefully.

There is more than one paper. Also anecdotal evidence. A black female Democratic Senator from Detroit publicly thanked Trump for pushing hydro-etc.etc., which finally made the Democratic Governor reverse her order forbidding its use by doctors. The aforesaid state senator said that within two hours of taking hydro-etc-something she began to feel much better.

The problem is that the Polite Scientific Community will not accept any study or studies that had not been done "in triplicate, sent in, sent back, queried, lost, found, subjected to public inquiry, lost again, and finally buried in soft peat for three months and recycled as firelighters."

No, the studies are not perfect, but most are pointing to the fact that does appear to effective in many cases.

Apparently some not so subtle "promises not threats" had been sent. India has not looked good in this instance.

            In India Burocracy works slow,

We have second biggest population in hand,

We can't just release to one nation or groups of nation's.

We may have to honor request from other nations of world,

Mr Trump was growing impatient, so he went overboard as usual.

At the hospital I am out and I have been here for just about four weeks and let me say I can finally use the bathroom on my own. So my spirits are way up im back baby. And that took me doing a gamble if you well which is pretty much something I love. My urologist wanted to put me in a Foley catheter but I asked the gentleman if I could refuse he said I could and I did. It might’ve been the greatest gamble of my life and it paid off. Because three days later I was going on my own for the first time in four weeks almost. If I would not have refused I would’ve been still with the Foley catheter now. That’s the Irishman inside of me that’s the Catholic inside of me that’s the spirit of Richard the lion heart, Muhammad, my Lord and Savior Jesus.

I would like to add that we have so many Indian doctors and surgeons in United States were brilliant people. Beautiful people who are helping to fight this virus. In fact right in my hospital there is a renowned surgeon of Indian descent and he is from Roswell Park Institute. He is figuring out strategies with many other doctors and surgeons of various ethnicities. I don’t know what the man’s faith is he could be Hindu or Muslim. What I do know is here to help. India has produced tremendous people Thank you India for your help

How is the fault with bureaucracy, when it was a political decision to cut off the rest of the world from the single source of the supply? Trump had every right to go "overboard," because India went "overboard" in the first place. Do you actually believe that India would have lifted the ban without Trumps alleged over-reaction? If you do, I have a bridge for sale...real cheap.

god point. given that the formulas for producing Hydroxychloroquine have been known for decades, it is really unfortunate that the capacity to ramp up production isn't present in North America.

I suppose generic formula now means farmed out .

                  |The world's lack of preparedness is rather interesting - especially in the first world, where we lacked the basics- health masks, gowns, etc., as well as the more sophisticated gear

a real wake up call. we can't produce and store - face masks?

bureaucracy in india is quite painful, despite the fact my Late Father was member of this Central / federal powerful elite.

British designed them perfectly to hamper any role of native elected representative.

Now still after 70+ years we are trying to get out of this legal Mumbo Zumbo,

Our cabinets and PM has to wait to get the requisite answer from our bureaucrats,

Then only the Cabinet will listen give recommendation and P.M. will approve it.

Otherwise government will get fire from 4 sides.

                      1) The opposition
                      2) The Judiciary
                      3) The Media
                      4) Our all powerful Auditor Generals. Who had caused untimely departure of many past politicians.

What you think, we are Banana republic ??

Our Armed Forces suffer most due to these Gentlemen.

New Delhi: Bureaucratic resistance undermined plans drawn up more than ten years ago to prepare India for large-scale biological catastrophes, senior officials involved in the process have told Network18.

The plans were prepared by experts brought together by the National Disaster Response Force, led by former Director-General of the Armed Forces Medical Services Lieutenant-General JR Bhardwaj — who earned widespread praise for his handling of medical logistics issues during the 1999 Kargil war.

Former army chief General NC Vij, the vice-chair of the NDRF from 2005, told Network 18 the resistance emerged from “the feeling within the bureaucracy that India didn’t really need something like the NDRF, because the various ministries were essentially doing the same job”.

“I’m not disputing ministries are good at what they do”, he added, “but the reality is, with their work-loads and administrative focus, the ministries had little time or energy to focus on long-term capacity-building and preparedness for crisis that, by their nature, were unexpected”.

First Mr Trump Tweeted about hydroxychloroquine on 21st March.

Causing havoc in India and would. People started hoarding the drug, creating shortage in India.

Then the automated emergency response from our Bureaucratic machine, was to stop export.

Second it became prescription only drug.

When Trump requested, they were checking Nation wide available stock from retailer to Super stockists, to distributers.

                      New Delhi:
Hours after warning India of "retaliation" if it did not agree to export hydroxychloroquine, an anti-malarial drug believed effective in treatment of the novel coronavirus, US President Donald Trump called Prime Minister Narendra Modi "great" and "really good".

The change in tone came after Mr Trump confirmed that the first shipment of a total of 29 million doses of the drug was on its way from three factories in Gujarat to the United States,
