    One of the most dramatic narratives to watch over the coming year (four years? eight years?) will be the fate of the Environmental Protection Agency (EPA.) No federal agency became more controversial over the Obama Administration's eight years in office.

    Echoing a very typical recent sentiment, one Brett J. Talley, deputy solicitor general at the office of Alabama's attorney general, charged on CNN a few weeks ago that "Under the Obama administration, the EPA became a lawless organ of federal power, divorced from the Congressional statutes that were meant to constrain it."

    Pruitt has not yet been confirmed and will face a tough confirmation fight, but is the agency already showing a meeker side? A small story in (sorry, Wyoming) a lesser-known periodical ...er...the Wyoming Business Report suggests a recalibration may already be underway -- with Scott Pruitt or without him.

    The story concerns uranium, still the most crucial ingredent in nuclear power and the chart illustrates Wyoming's uranium districts, both current and historic.

    "In January 2015, the EPA issued a proposed rule requiring uranium recovery operators to conduct up to 30 years of groundwater monitoring following uranium production. On Jan. 4, 2017, EPA decided to re-propose the rule rather than issue a final rule. A 180-day comment period will begin upon official publication of the proposal in the Federal Register."

    "U.S. Senator Mike Enzi, R-Wyo., applauded the decision that he said would essentially allow President-elect Donald Trumpís new administration to decide the fate of the proposed regulations. Wyoming currently produces the largest share of uranium in the United States."

    It's almost certain that the EPA did that in good part because of the two regulatory bills that have just passed the House for the Nth time on reigning in regulations. These will likely pass the Senate in the next few weeks now that Harry Reid is no longer a roadblock to their advancing to a vote. Trump is almost certain to sign them.
    The EPA will be forced, if these become law, to justify their actions to Congress or have their regulations made null and void as a result. Therefore, any regulations now in the pipeline will face far greater political and scientific scrutiny than they have in the past. Thus, a rewrite of the regulation such that the EPA can actually justify it rather than get it in place on a whim.
