        California and New York population is about 60 million. Total US pop. is 320 million.

        Texas has more population and electoral votes than New York. Florida equals New York in population and electoral votes.

          But like I pointed out, the constitution doesn't make provisions that basic rights are tied into financial capability. To do what you say is necessary would require a constitutional amendment, or it risks denying law abiding American citizens pretty essential rights.

          Any plan would have to put an absolute minimal barrier between the people and voting. That means the state would have to provide such an ID to all citizens free of cost as a start, or it would be comparable to a poll tax.

            And the counter-argument is that an exemption from the $10 cost of such a thing for the tiny % of the population that can't afford one is already on the table here.

            It would be the first Social Benefit package that the Left would be violently opposed to, as winning a national election without cheating is clearly beyond them.

              So long as the fee is reasonably related to the cost of the service provided it is unlikely it would be considered unconstitutional. Charging reasonable fees for services is not the same as denying them.
              As I said above, the cost of State IDs in Illinois is only $10.
