    "Drought" is a highly subjective term.

    Some part of California is almost always experiencing some level of drought conditions.

    So, Trump was wrong when he said, "There is no drought." However, he was 100% correct when he identified the problem as imbecilic water resource management.
    So are the number ranges the actual total precip. for that month or are they indexed against the average over a span of years to decades?

    Things up here are rather green and wet the past few months, and far from what we'd call "drought".
