          I read that the Persians kept the GPS gear.

          Maybe we should deduct the cost of that gear, and anything else they stole from any funds about to be released to them.

          How much are those units worth? 10 billion each?

                  The claims and counter claims of the various nations in the Gulf to territorial waters based on even the smallest rock mere millimetres above water make the Spratlys look simple and the toxic rancour of US party politics look quite benign. Bahrain and Qatar came within a gnat's crotch of going to war over one such a decade or so back and only threats from Saudi dissuaded them. It all began before WW2 when most of the area were either garrisoned British protectorates or otherwise very much dependent on British naval protection. Various British Political Agents were involved in drawing up the treaties defining what belonged to whom and often did so based on their own feelings of favouritism or otherwise rather than any rational scheme. At the time no one paid too much attention after all what value is a speck of barren rock? Then the huge natural gas reservoirs under the Gulf were unknown. Nowadays failure to rigorously enforce one's declared territorial sovereignty can be seized on by a neighbouring state as evidence of a weakness of ones claims. This has been made worse by the Iranian revolution and the paranoid lunacy of the Iranian government but it would still be there in any case. Navigation has to be very careful and mistakes can be costly especially if one is in a small vessel (larger well armed ones have less of a problem - walk softly and carry a big stick still applies).
