What's your point? There were ethnic Germans in every single SS Division.

What you need to take into account as the main point is the population base that the recruitment drew from during a unit's genesis. In the case of 13th SS it was Bosnian Muslims. In the case of 21st SS, it was Albanian Muslims.

The point was that it was a unit made up of a number of groups - not just Bosniaks. Whilst the majority were, there were also others in it. Given that its existence and the role of al-Husseini was used as some kind of counterpoint to Albanians saving Jews it is relevant to be accurate about its composition.

I understand your point, but the composition of the 13th is similar to other foreign SS divisions.

It is more attractive to the recruits if the ethnic Germans and Germans were not imbedded into the division until after the bulk of the enlisted fodder were filled with the targeted recruits.

There had to be enough German speakers to ensure communications. There have to be enough ethnic Germans to make sure orders are carried out. The SS will not weaponize a non-German unit without ensuring that a single foreign ethnicity cannot turn that division against the Germans.
