It will become an edict of the nanny state eventually. The second people ignore the "advice" and do as they please the government will step in and pass laws forcing certain things be done...

Buried in the article is this tidbit:

In 1980, the Australian state Victoria launched the Slip! Slap! Slop! campaign, featuring an animated seagull called Sid that encouraged people "slip on a shirt, slop on some sunscreen and slap on a hat".

The campaign has now evolved, not only delivering educational media but also ensuring SunSmart policies, such as "No hat, no play" policies in schools, are in place.
See, it went for encouraging people to do it to forcing kids in school to do it. Down the road it will become public law that everybody do it. That's how these things work. "It's for your own protection after all, don't you know...?" "We've only got your best interests in mind..." "We're trying to keep public health costs low..."

As Monty Python used to put it:

"It's all for the good of the nation..."
