    There doesn't have to be a flaw in the initial impact statement.

    The wall itself had an 'impact' before it can be repaired or any work can be done, a new survey has to be completed.

    MM, you are trying to apply common sense to this, it won't work. Common sense has been regulated out of most contracts via regulations.

      Then for crying out loud take a pickup truck to the nearest Home Depot and hire a group if Mexicans to do the work. They'll do it for half the government cost and do a better job at that.

          It went across a wash.

          They look like this 99% of the time:



          Then it rains and they look like this:



          Big flash floods in a wash can take out bridges, wash away vehicles, and do lots of property damage. Brush and other debris can jam up against something like that fence and have a dam effect that makes the water more powerful in knocking it over.

            So it was improperly constructed to withstand anticipated natural events to begin with.
