    Surely you just have something in the terms and conditions of employment that says you get fired if you intentionally view porn? Common in the UK, even in the public sector.

          Most places here just set up the firewall so you can't access porn or any other type of site which has a high incident of viral incidents.

                    I was a US Federal Employee from the time that computers came into use in my agency in 1985 until I retired a couple of years ago.

                    There were regulations against going to sexually explicit porn sites either on government computers or on personal computers during work time. One dude got fired immediately over this in KS. How was he caught? There's a national computer that keeps track of every website visited by every government computer and anytime you hit one of these sites it immediately sends a message to your agency's HR department. If Federal employees are not fired for this it is because the HR department is not enforcing the existing regulations.

                        Just do it already.
                        Government employees average 30% more in salary and benefits than workers in the private sector. Employees and workers aren't the same thing; the former need porn to get through the idle hours when they are supposed to doing something and the latter bust their asses from the beginning to the end of the shift.
