    Kresy.pl is describing the Russian base as stacja podsluchowa which translates to "listening post". This implies a radio-electronic surveillance/warfare station.

    Russia had a similar facility on Cuba in the past, but it fell into neglect after the collapse of USSR.

        1) Not a similar facility, it's the same base actually.
        2) The base was closed during the Bush-Putin honeymoon period in early 2000s:
